Effects of External Appraisal on Exposing Corrupt Practices in Public Organisations in Nigeria

Abstract

Administrative inefficiency, ineffectiveness, tribalism, red tapism, ethnicity, bottleneck, lethargy, statism, infringement of human right, negative employee work attitude and dissatisfaction led to the establishment of the Ombudsman institution in Nigeria, as an antidote. However, the Ombudsman institution in Nigeria has been accused of corruption in the performance of its functions. To eliminate corrupt practices among its officials, the Public Complaints Commission Management in 2014 adopted an external appraisal system whereby their clients, whose complaints have been received and accepted by the Commission, are given an assessment form to report the activities of the relevant PCC officials from inception of their cases to the end. The objective of this study is to ascertain if the introduction of external appraisal has resulted in exposing and curbing corrupt practices in the PCC. To achieve this objective, the case summary assessment forms reports submitted by clients of the PCC were analyzed. The study adopted the qualitative research method. It made use of recorded data from the case summary assessment forms at the PCC headquarters. The SPSS statistical package version 26 is used for the data analysis. Results show that the use of external appraisal in the PCC has helped significantly in exposing corrupt practices in the PCC. Consequently, the null hypothesis which states that the use of external appraisal in the PCC does not help in exposing corrupt practices is hereby rejected. The study therefore, recommends strongly a holistic ethical re-orientation for PCC staff and their continuous training
